The Thoroughbred Racehorse Owners’ Association (TROA) is the legislated representative of all Victorian Thoroughbred Owners under the Racing (Racing Victoria Limited) Act 2001 and is a recognised stakeholder group under this legislation.

From 1 January 2006, as part of The Victorian Racing Industry Strategy for Owners, all Owners’ Gold Card Holders will be automatically afforded complimentary affiliate membership of TROA.

TROA’s role is to ensure independent representation of owners throughout racing’s decision making process, as well as providing input and feedback that will ensure that the needs of Victorian Owners are included as an integral part of all racing development in Victoria.
